Enrollment Report Excluding Dropped Students

When running an enrollment report, we are noticing that students who drop all their classes are excluded. Is this by design or is this a bug?

  Students who have dropped all courses (not withdrawn) would not be considered currently enrolled. In reports, a Registration Activity report can be used to run a report by registration status (dropped in this case) and by date range.
